Malls And Nail Salons Have Been Allowed To Reopen For Limited Indoor Operations In Los Angeles County Within The Next 10 Days Officials Said Wednesday

LA County Enters Orange Tier, Guidelines Ease For Restaurants, Salons; Bars Can Reopen Outdoors

The additional reopenings, which go into effect with a staggered approach over the next 10 days, were announced at a press conference Wednesday by Dr. Barbera Ferrer, director of the Los Angeles County Department of Public Health.

The reopening dates are expected to be released on Friday, according to Ferrer.

Indoor malls are able to reopen at 25 percent capacity with food courts closed, according to the public health director.

Nail salons are also able to reopen at 25 percent capacity, Ferrer said.

In addition, outdoor public playgrounds are allowed to reopen, upon approval of the local city, according to public health.

On Tuesday, the board of supervisors also announced the reopening of breweries and wineries for outdoor serving starting Oct. 6.

Public Health will, as always, post comprehensive protocols for all sectors that reopen to ensure the continued health and safety of workers and people in our communities, said Ferrer. We urge all operators of businesses that are currently closed to implement all of the requirements in the protocols prior to reopening and this is how we ensure compliance and avoid citations fines and possible closure.

As Memorial Day Weekend Approaches La County Announces New Openings Of Beach Bike Paths Indoor Mall Curbside Service And Permission For Car Parades

Los Angeles County has announced three new openings in advance of the holiday weekend, allowing increased outdoor and retail activities for residents. Beach bike paths are now open, indoor malls can open for curbside service, and car parades will be allowed.

The opening of bike paths follows the May 13 announcement that County beaches would be available for active recreation. Allowable recreation activities now include swimming, surfing, running, walking, skating, and biking.; Beach bathrooms remain open, and beach parking lots at Dockweiler State Beach, Will Rogers State Beach, Zuma Beach, and Surfrider Beach will be open at partial capacity. Santa Monica lots are closed, as are most public beach lots in coastal communities.

Car parades are now allowed so that graduations, birthdays and other special days and achievements can be safely celebrated. Car parades can not include participants on a bicycle, a motorcycle, a convertible with the top open, or a vehicle with no doors such as a golf cart. If any of the windows on a vehicle is open, the occupants of the vehicle must wear a face covering.

Nail Salons Now Able To Open Indoors With Modifications

Riverside county has now moved to the red tier allowing personal care services, like nail salons, to open indoors with modifications. Previously, in the purple tier, nail salons were only able to operate outdoors with modifications.

News Channel 3’s Taban Sharifi spoke with Lori McGlynn, the manager for Salon 119 in Palm Springs. In response to nail salons moving to red tier she said, Its about darn time. Salon 119 has been closed for quite some time and workers were relieved to hear they could finally open indoors. McGlynn said, It couldnt have happened at a better time. We are tired of having one third of this space, of Michielles business, at Salon 119 closed. They also have a hair salon connected to the nail salon. Holly Pham is the owner of Best City Nails in Indio. She has been doing her best to have operations outside but is relieved to move back indoors. She told News Channel 3, Feel good, very happy, very happy about working tomorrow. By tomorrow, meaning Wednesday September 23rd.

Nail Salons Can Start Reopening In Some California Counties As Early As Friday

Some Californians will again be able to get a manicure, a new tattoo or enjoy a massage starting late next week under;new state guidance;issued Friday.

But studios and salons wont look the same when they do open. Workers and customers must wear face masks, adopt far more intense cleaning practices for shared reusable items like tweezers, and the services will be limited no mouth or nose tattoos or piercings for now.

The guidance on nail salons has been;highly anticipated. The Professional Beauty Federation of California sued the state in May to reopen hair and nail salons. Hair salons were cleared to reopen several weeks ago.

Gov. Gavin Newsom also sparked anger among some in the industry, including Vietnamese salon owners who own a majority of Californias salons, when he alleged Californias first case of the virus spreading in the community was linked to a nail salon. He declined to give details, citing privacy.

The services can reopen starting June 19 in counties where health officials allow it. They join a long list of other businesses cleared to reopen in recent weeks, including hair salons, restaurants, churches and movie theaters. Most counties have been cleared to move forward, though infection rates and hospitalizations are climbing in some. The state is monitoring infection rates and hospitalizations in 11 counties.

Los Angeles County announced the re-opening of its beaches as of May 13 for individual sports, exercise and similar physical activity. Permitted activities include walking, running, swimming and surfing. Face coverings are required at all times on the beach and around other people, unless in the water, and the county urges everyone to keep at least six feet of physical distancing from other visitors.;Once finished with an activity, all beachgoers are asked to head home.

For now, parking lots, piers, boardwalks and biking paths will remain closed. Sunbathing, group sports, large gatherings, beach chairs, coolers and umbrellas are not allowed to help ensure proper physical distancing. If anyone headed to the beach feels sick or lives with someone who is sick, they are being asked to stay home.

California Governor Gaven Newsom, lifted the states Stay-at-Home order today and shortly after, Los Angeles County announced during its L.A. City Council meeting that restaurants will be open again for outdoor dining at 25% capacity, and hair and nail salons will be allowed to re-open, also at 25%.

La County To Stay In Purple Tier For At Least Another Three Weeks

Currently, most schools in L.A. County cant reopen for in-person instruction because the region still lingers on the purple tier the the most restrictive phase of the states four-tier, color-coded;system;for reopenings.

That could change if the county can get its daily coronavirus case rate back down to 7 cases or fewer per 100,000 residents, and stay at that rate for two weeks. Currently, L.A. County has a case rate of 7.3, officials said.

L.A. County has met the other state requirement to advance onto the next stage, the red tier, which would allow additional reopenings.

The countys coronavirus test positivity rate stands at 2.9% a figure far lower than whats required for L.A. County to move onto the red tier.

The rate is now also the lowest its been since the beginning of the pandemic.

L.A. County is expected to remain in the purple tier for at least another three weeks, Ferrer said.

COVID-19 hospitalizations have been declining and the county has avoided a major surge in cases that was feared after Labor Day holiday though Ferrer on Wednesday noted a small increase in cases that may either reflect less coronavirus testing from early September or that the county is starting to see increases in virus transmission.

As of Wednesday, L.A. County recorded a total of 270,299 coronavirus cases with 6,576 deaths.

The exact dates when the facilities will be allowed to reopen was not immediately determined, but Ferrer said it would be in the next 10 days.

Outdoor playgrounds, which have been off limits during the pandemic, can also reopen, Ferrer said, but only at the discretion of individual cities in which they are located. Anyone over age 2 will be required to wear a face covering at the playgrounds, and no eating or drinking will be permitted.

Timelines for those business reopenings have not yet been announced, but they are also expected to occur over the next 10 days, Ferrer said.

“We just don’t have any leeway here to make a lot of mistakes,” she said. “We have to really stay very focused on doing this right as we’re doing the reopenings.”

The biggest area of concern will likely be at restaurants, which will be permitted to resume in-person outdoor dining. Although Long Beach and Pasadena – which have their own health departments – have already cleared patio dining to resume, Los Angeles County will not authorize it until Friday.

Ferrer said she will be holding briefings Wednesday with restaurant operators and employee unions to review “additional safety measures” that will be required of restaurants reopening. She did not provide specifics on those requirements, but the county previously restricted eateries to 50% of outdoor capacity and mandated that servers wear both masks and face shields.

Gov. Gavin Newsom announced Monday that all regional stay-at-home orders were being lifted. The decision moved Los Angeles and other Southern California counties back to the “purple” tier of the state’s economic reopening matrix. Under that tier, personal care businesses such as barber shops and hair salons were permitted to reopen indoor operations at 25% capacity.

The county still requires non-essential retail businesses to be closed between 10 p.m. and 5 a.m., but that restriction may be lifted Friday when the new health order is released.

But even as more spaces open in the county, Ferrer warns that there is heightened risk for coronavirus transmission with every reopening.

LOS ANGELES California moved to further relax its coronavirus restrictions and help the battered economy on Tuesday by permitting barbershops and hair salons to reopen while Los Angeles County, moving more cautiously, said stores and houses of worship can open their doors.

Theres a lot of people suffering, and we can do this safely, Los Angeles Mayor Eric Garcetti said in announcing the county decision at a news briefing.

The states most populous county and the hardest-hit by the coronavirus moved to permit in-person shopping and religious services with social distancing restrictions, a day after California announced counties wouldnt need state permission to do so if certain requirements were met.

Retail stores including those at shopping malls can open at 50% capacity. Churches, mosques, synagogues and temples can have no more than 25% of building capacity or 100 people. Everyone will be urged to wear masks and practice social distancing.

Flea markets, swap meets and drive-in movies also got the nod.
